Pantseats driving

A typically meaningless usage of the bastardised form from Car Magazine:
Peugeot's new 107 Sport XS is aimed squarely at younger drivers who want racy looks that won't break the bank. This model is all mouth and no trousers, you could say.

You could indeed say that. But you'd be a wassock.

The car is, apparently, pepped up by the modish racing stripes and matching mirror trim, 14in alloy wheels, a deeper front spoiler and twin exhausts with a handful of sporting accessories and 1980s-style red stitching - reminiscent of the 205 GTI - to differentiate it from more humdrum 107s, which sounds like a classic case of automotive trousers rather than contents.
