As they don't say in the UK

More ignorance in a car review from Cnet Reviews, where the colonial reviewer informs us:
alas, the non-Evo Lancer remains lots of bark without the requisite bite, or as editor Kevin Massy assures us they say in the United Kingdom, all mouth and no trousers.

If by 'they' he means 'idiots', he could be right. Otherwise, no. If 'mouth' is equivalent to 'bark', in what conceivable way is 'trousers' equivalent to 'bite'?
